Spain had taken the lead twice through goals from Zubi-mendi and Oyar-zabal, while Nuno Mendes and Cristiano Ronaldo equalized for Portugal.
In the shootout, Spain converted their first three attempts, but captain Álvaro missed, handing Portugal the decisive edge.
